DV-2006, doing AOS. Help

I won Dv-2006 and number is 117**

I am currently on F-1 here in US. Already paid for processing, and got the document from KY stating that now I have to contact my local USCIS office fo further processing.



Do I still have to wait for the bulletin number to become current or I can send in applications now?



I am in Charlotte NC, and I stated in DS-120 that my local USCIC is In Charlotte NC, but I-485 said to send the documents to a different USCIS if I live in North Carolina. Help?

According to the law, you have to file your I-485 not earlier, then 90 days before your number is current. But last year, I read on this forum , that many people had sent applications much earlier. As I remember, there was topick " Za dvumja zajcami ili ....." ( do not remember the end of title). This is story about DV 2005. Family desided not to go to AOS, but to get GC in Warsauw.
