К вопросу о том, как сокращения осуществляются на практике:
In March 2011, the SECDEF announced that the size of the Army would be cut
by 14% (569K to 490K) by the end of FY17 (this is without Sequester and the
Army may have to reduce even further). To do this, the Army requested a
range of force-shaping authorities through the Secretary of Defense.
Congress provided for all of the Army requested authorities in the National
Defense Authorization Act of FY13.
The Army will use various force shaping tools to retain a high quality force
that can expand to meet the unexpected. There is no single force-shaping
method (e.g., accessions, retention, separations) that will achieve the
Army's expected end-strength. (А вот это для тех, кто думает, что Армия
закрывается насовсем: )To avoid mortgaging the Army's future force,
the Army will sustain accessions of new enlisted soldiers and officers to
avoid creating gaps in grades and skills that are not easily correctable.
Where force shaping is required, the Army will determine who will continue
active service and who must transition to the Reserve Component or civilian
employment. The Army will not provide financial incentives to encourage
voluntary separations (the Army wants the best to stay). THIS IS VERY
DIFFERENT THAN THE LAST DRAWDOWN IN THE 90s when there were incentives to get out.
The past five years of growing the Army, coupled with a lower loss rate at
senior grades, necessitates significant officer shaping to achieve the
drawdown, which will be conducted through the following means:
(1) The Army has lowered annual officer accessions to the
appropriate level needed to meet future requirements.
(2) Promotion opportunities at all grades will become more
competitive as the Army ends an era of historically high selection rates.
Officer promotion rates are expected to be closer to original mandated
promotion goals, which will produce separations by law as some officers will
be twice non-selected for promotion. We have already seen drops in Army
selection rates to COL, MAJ and CPT. This year we expect we will see a drop
in the LTC selection rate.
(3) The Army will reduce Selective Continuation (SELCON)
periods for some officers who were extended on active duty following
promotion non-selection. (e.g., officers previously offered SELCON to 20,
24, or 28 years of service will have their Mandatory Retirement Date (MRD)
date adjusted to reflect an early MRD).
(4) The Army will conduct Selective Early Retirement Boards
(SERB) for officers. The Army will use SERB authority to shape senior
grades where required, but may also apply SERB to junior and middle officer
grades in overstrength year groups who are retirement eligible due to prior
service. This will be a multi-year approach. At this time, we can confirm
SERBs at the COL and LTC levels only.
(5) The Army will conduct Officer Separation Boards beginning
in FY14 for junior and mid-grade officers not eligible for normal retirement

Last Thursday the Army officially announced that in order to help shape the
Army Competitive Category (ACC) officer corps, the Army will conduct a
Selective Early Retirement Board (SERB) in August 2013. High retention
rates and a reduction in officer requirements among senior officers have
resulted in an excess of lieutenant colonels and colonels beyond
requirements...
The August 2013 SERB will consider lieutenant colonels who were not selected
for promotion to the grade of colonel two or more times as of the FY12 COL
Army Promotion Selection Board, and colonels with a date of rank of 1 August
2008 or earlier (five or more years of active duty time in grade). The
board will consider the records of every eligible officer and make
recommendations for early retirement based on the best interest of the Army.
The SERB will select up to 30% of those officers considered in each grade
for involuntary retirement. Officers who wish to be exempted from
consideration by the FY13 SERB may submit a voluntary retirement request
with a requested retirement date of not later than 30 September 2014.
Requests must be received at Human Resources Command (HRC)/Senior Leader
Development Office (SLD) no later than 8 July 2013. Officers with an
approved voluntary retirement request by the convene date of the board will
be removed from consideration by the SERB. Officers who do not submit a
voluntary retirement request and are subsequently selected by the SERB will
be required to retire within six months of the results being posted....

В этом году разрешают некоторым О-5/О-6 выход на пенсию с 2 годами в звании вместо трех лет, а также с минимум 8 лет офицерского стажа вместо обязательных 10. Ну и конечно на пернсию пораньше уже стало нормой. Это не всем конечно, но многие AFSC попадают.
С Selective Сontinuation раньше тоже никто не парился (если не преступник какой), а сейчас уже достаточно нормальных 14-17 летних майоров кто не прошел на подполковника выганяют бес пенсии. Пересмотрел надавно переработанный документ по Selective Сontinuation так там уже официально 14 лет заменено на 16.
Tricare вот тоже меняется сильно - пенсионеров кто дальше 40 миль от базы живет перебрасывают с Prime на Standard (на который премиум в свою очередь раза в 4 пойдет вверх в следующие 4 года).
Надеюсь что хоть пенсию не отменят пока я до 20 дотяну.
Ситуация вырисовывается не радужная.

Тоже подрезают. Ввели дополнительные программы для enlisted, по которым могут срезать раньше времени если засиделись в звании. Про офицеров не очень знаю (хотя тоже есть досрочные пенсионные программы), но скоро проверю на своей шкурке. Поэтому пока пользуюсь случаем и получаю бакалавра, чтобы в случае чего не остаться за бортом. Надеюсь, что nurses всегда нехватало, поэтому нас не так сильно сокращать будут.

В Нэви промошен до О-3 относительно гарантирован, каждые два года получаешь звание не зависимо от специальности (95-100% selection) с первого раза. На О-4 70-90% selection после 3х лет в звании O-3, на О-5 примерно 60% после трех лет выслуги в звании О-4, О-6 примерно 40%

С одной стороны быстрое продвижение по службе хорошо, а с другой если не получаешь О-4/О-5, то до 20 лет можно не дотянуть (если есть такое в планах), а теперь и SC ограничивают.

Когда 'butter bars' нацепишь?
Заканчиваю универ весной (конец апреля) следующего года, потом 5 недель ODS школы в Newport. Посмотрела их расписание на классы. Июньский класс в этом году уже забит, места только на июль. Начиная с января-февраля начну шевелить свое командование чтобы место в школе забивали примерно на июнь. Хочу после окончания универа экзамен (NCLEX) на нерсинскую лицензию сдать до отправки в офицерскую школу, пока все в голове свежо.

Army Spends $100M On Piece of Equipment That Doesn’t Do Anything
JOINT BASE LEWIS-MCCHORD, WA - After extensive research and development, the Army announced today that they would field a new piece of equipment that does absolutely nothing.
The commander of 2nd Stryker Brigade, 2nd Infantry Division, was proud that his unit would be the first to acquire the new, high-quality, piece of shit.
“It’s a great day for us here. The Army has spent over $50 million in R&D on this new thing that doesn’t work at all and we’re the first to have our soldiers not use it,” said Colonel Charles Winston. “The new piece of equipment, dubbed the M404, doesn’t do anything at all and we couldn’t be prouder to have it first to show the rest of the world how incapable this new thing is.”
Sergeant Daniel Legget, a team leader in 1-17 INF, has already received several of the M404′s and is tasked with evaluating how ineffective it is.
“This piece of shit — it doesn’t do anything. It’s great. Our unit has six of them. They weigh about 600lbs a piece so it’s not easy to move around at all. We’ve taken them to the field four times already, and each time, they didn’t do fucking anything,” Legget said. “The M404 is the latest and greatest piece of shit that doesn’t work in the Army, and I’m very proud that my team has been carrying them around for nothing.”
Thomas Burns, an adviser to the Army who works for Xegis Solutions, had a hand in the M404′s development.
“General Odierno came to us and said, ‘the Army needs something that’s new and expensive. We’ve got about $80 million extra just lying around.’,” said Burns. “I just went from there and made a large crate with no handles that weighs 650lbs. The inside is mostly concrete, and the outside is made out of slick teflon coating that’s also considered stealth technology. That’s where most of our budget went.”
Burns believes the “low speed, high drag” piece of gear is exactly what the Army needs.
“This thing, it doesn’t really do shit, and it’s almost impossible to find if you lose it. That’s why we made it weigh so much. There’s also no way to get a forklift under it. It’s really a marvel of modern technology, and they only cost $5 million a piece.”
Although many commanders have reacted with enthusiasm, feedback from soldiers who actually have to use the M404 has been mostly negative.
“What the fuck is this thing? It cost how much?,” asked Specialist Joshua Bryant. “What the flying fuck is wrong with the Army? I can’t even figure out a good way to lift this without at least 12 people.”
Another soldier told TDB of an incident where the M404′s stealth technology worked “extremely well”.
“The other day we left one out in the field by mistake since we were in a hurry to get back,” said Sergeant Frank Clinton. “We had the entire company on line doing a police call through the training area to find this stupid piece of fucking shit. The CO came out and said we weren’t going home until we found it because it’s considered a ‘sensitive item’. What the fuck is sensitive about it? It doesn’t do anything.”
“I gotta go.. we’re still looking for it.”
GEN Odierno released a statement saying, “The Army plans to not use the M404 for ten years, and then hopefully sell it to the Marine Corps so it can continue to be useless.”
