Не является ли это док-вом что студент эмансипирован и поэтому не привязан к месту жительства родителей для учета резиденства? Во всяком случае так у нас работало в штате когда я учился. Очень многие наши узнав про это правило стали давать отдельный от родителей адрес когда шли учиться в другой штатный универ. Или даже внутри штата т.к. такая "отписка" давала намного больше фин. льгот чем оставаться депендантом родителей. Но наверно в то время не так строго всё это проверялось и не было таких обширных баз данных чтобы доказать что такая отписка некошерная.

Но тема интересная, кое-что новенькое и неприятное открыл для себя о США.
Кстати пара тройка штатов когда-то таки существовали как суверенные гос-ва достаточно долгое время. Вермонт - 14 лет, Тексас - 9 лет (оба как республики) и Гавайи (как королевство) - сотни лет. Другие меньше - 3-4 года. Вот здесь поподробнее.

Какие-то странные проблемы для страны, где нет "прописки". Не верится, что кому-то нужно докладывать о том, где ты будешь находиться на летних (или любых) каникулах. Барак, да и только.

A student would then have to maintain continuous full-time enrollment (at least Autumn and Spring terms). Students will be required to submit proof of when their parents sold their home in Ohio (or ended an apartment lease) and physically left Ohio in addition to when their employment ended in Ohio. When a parent physically leaves Ohio and also ends his or her employment are both factors in determining when a parent has left Ohio and the twelve-month period begins for which a student must enroll.

А как же насчет того, что выше Nonna писала? Оплачивать самостоятельно учёбу и жилье (финансовая самостоятельность). Доход у неё совсем копеечный.
Ещё один фактор. У нас например одно время соседние штаты (Нов. Англия) делали договор что будут считать друг друга студентов как инстейт. Не знаю или сейчас есть такое но раньше было. Может у вас есть что-то похожее.
